You are sent into this quest upon logging in, and are unable to progress. The only way out is to Alt+F4, and relogging simply returns you back to this quest.

Update: Found a work around thanks to /u/ny0x and /u/Bazaritchie on reddit - If you wait till your energy is full (Stand around and do nothing - Slow count to 10), then shoot the stone next to the door in a continuous beam until your energy runs out (+- 5 seconds), you can then go through the "door"
