This build is viable for Chaos 9 when played right but the dmg is not so high and won't suggest soloing Chaos 10 even with min-maxed items. The main 'ingredients' are the heroic Spinning Blades which comes from the Queen-Chosen set (Queen's). When we stack as much CDR (cooldown reduction) as possible from Amber Talisman + Master Archer Bow + Ring of the Guardian the heroic skill becomes pretty spammy and with Duelist's Chain reaction it ends up giving nice constant dps. With the Executors daggers we get dmg increase based on our Health regeneration which is why I've picked up certain passives and god skills for HP Regen and dmg reduction so we can stay in the HP regen fields and soak up some of the dmg. The blessings used are the combos for flat DMG + HP and I prefer the version with more balanced or more survivability when doing chaos 9 for all pieces but feel free to find your own preferred balance between HP & DMG by changing things up. The passives I picked fit the synergy of all setups of the build but you can try removing some of them and switching things around. Some of the actives can also be modified to suit your playstyle such as using poison energy cost trap instead of brabmles or the reflex show poison skill but i suggest keeping the 2 cooldown skills 9 + winds of isha or 3 colldown skills setup to proc the chain reaction more. NOTE: The build requires owning the God Skills DLC or the Season Pass.
