After all the times I've played this game I've become convinced that the defense and offense modifiers (for terrain and level, respectively) are not straight % modifiers but affect cover and the critical hit rates instead. Otherwise the numbers just don't seem to add up. This is especially true for naval units in the water. They have a constant defense bonus and poor defense power yet they can block a reasonable number of blows.
