All of the side objectives are now complete. I personally consider $911 to be a main objective since it's the only one with mocapped cutscenes, the only one that gets unlocked automatically, and the only one with a high level of DedSec intervention. I think it was a main objective during development but got moved down to a side objective for some reason.
