Entering a city, leaving a city, using an agent action, and many more events all reset the scroll position of the army/agent list to the top. This isn't a big deal when you have a few armies and a handful of agents but becomes frustrating late game when you can have 30+ armies and a bunch of agents as well.

I wish the position just wouldn't change unless it absolutely had to.
