What would happen if citadel has their assets frozen as a result of the DOJ investigation? does that mean Citadel can't cover their shorts and wont get liquidated? can they continue creating synthetic shares?
When a fund is frozen, the fund itself cannot make transactions (no buying, no selling, no shorting, no covering). However, it doesn't exclude the fund from liquidation, when a fund gets liquidated all assets are sold and all shorts are covered.
The liquidation is performed by a third party and therefore the fund itself isn't making any such transactions.
