Unfortunately the full release of Rust for Playstation and Xbox, coming on May 21st (or 4 days earlier, May 17th if you pre-ordered the Deluxe or Ultimate Versions) will not include many of the features we are expecting.
In this blog post, the developers, Double Eleven, explain that we won't be getting Private Servers, Horses, Electricity, and even some of the monuments included in the Beta, let alone vehicles and the underground stations.
Even though we're paying full price for Rust on Console, I think it's best to treat this as an incomplete Beta / Early Access experience, and then we won't be too disappointed.
