Meloetta can be obtained in Pokémon Scarlet and Violet’s DLC. Specifically the Indigo Disk!
My recording caught cut off but how you do it is:

Step 0: Buy Pokémon Scarlet or Violet

Step 1. Buy the DLC for the version you bought

Step 2. Get to the Indigo Disk
(Pretty standard stuff)

Step 3. Find a whirlwind of leaves in the Costal Biome

Step 4. Spin clockwise for 20 or more seconds (Spinning counterclockwise didn’t work for me)

Step 5. Make sure you’re facing the wall away from the Polar Biome

Step 6. Pull up your Rotom camera and switch to the Sepia filter. After awhile the music should change
indicating Meloetta had spawned behind you.

Step 7. Turn around and catch Meloetta
