This is one of the most notorious quests in White Knight Chronicles II, in more ways than one. The Windfrocker is a quest that requires online assistance to have a chance of completing successfully. Not only do you have to have allies who can collect as many resources as possible, but the quest for the most part is not much of a challenge.
