Why do I only have one guard ? This seems like a TERRIBLE idea! I need lots of guards, I'm playing Papers Please, I'm securing the border - I need lots of security!

Did I do something wrong? Did I somehow get the guard blown up... is this part of the game - is this supposed to happen?! I don't know, but hopefully I get some spare... guards next time?
