With the exception of very specific cases, i.e Gunlance that utilizes 0 critical skills or modifiers, and utilize 4 piece Odo, Burst 5 is a net attack loss when factoring in skill slot space. You will benefit greater from mixing multiple front-loaded attack skills than fully investing into Burst Level 5.
