This video is a quick tutorial / guide explaining why the gold you see on the income screen isn't the same amount of gold you see when you're actually trying to spend it in plots of sanctions. This is one of the biggest issues I came across while playing this game for the first time so I think this is absolutely crucial to know especially for a new player.

Basically, the city that your ruler is assigned to is the gold that'll show up in the sanctions / plots menu. If your ruler is in a poor city, you won't have a lot of gold to spend even though in aggregate you actually have a ton. If this happens to you, move your ruler to the city wherever your gold is. An alternative would be to transport gold to the city that your ruler is in, but in my experience this takes longer and is prone to being stopped by the enemy.

Knowing where your gold is an important step in being a better player at this game!
