This video is a tutorial explaining how to raise morale in Romance of the Three Kingdoms XIV / RTK14 / RTKXIV. This is very important to know especially if you are just starting the game or if you're a beginner / new player. If your unit / troops run out of morale, they pretty much get destroyed. That's not what you want. Of course, when the unit count depletes to 0, your unit gets destroyed as well. Trust me, though, I've had several heartbreaks where I've had units of over 10k get destroyed because morale got too low.

My advice is this - if you don't need to deploy your troops, don't do deploy them. Let them stay in a city with someone assigned in city government. Morale should increase over time. Once you do deploy them, their morale will be similar to whatever city they've come from. While it is possible to increase morale after you've deployed your troops through sanctions, that method is unreliable and you basically have to get lucky for it to even be suggested by an officer. Especially if you are traveling far, you want your troops to have as much morale as possible since certain terrain can drop morale. Having a higher morale will also provide you with more time in the case that your supply line gets cut off. Use the city government option to employ a training overseer. The training overseer will raise morale in that city after each turn.
