The new skill that wind gets is a very niche one called Oratorio which grants 30% DA 30% TA and 20% echo for 4 turns out of 6 to all Harp-Proficiency characters.
Unfortunately, aside from wind there is no way in any other element to make a full harp configuration right now which limits the usage massively.
The buff itself is quite good because the echo part stacks in the same way as chaser (which means with pretty much anything) so there's something to look forward if they add more harp characters in the future.

I decided to use Wind Magna to showcase this skill because I could connect it with the usage of Cosmic Harp at the same time. Shame I don't have another Ultima Core to make an Ultima Harp as well.
