5- Open Any Proxy App.
6- Open Store & Enjoy.

- if it still not working for you Make Sure Your Region Is On United States :
1- Go To Control Panel.
2- Type In Search Bar "Region".
3- In Region Settings Go To Location Tab.
4- Make Sure That Is Your Location Set To United States.

1- Press Windows Key + R This Will Open Run App.
2- Type in Run "wsrest" Then Enter.
3- Now Your Windows Store Should Be Reset All Settings.
