Unlike most other bosses in the game, Zhao Yun is both entirely optional and easily missed. To battle him, you must first complete the entirety of the White-Robed Elder's questline, which ends in the Tomb in the Avian Dwelling after helping him defeat his Inner Demon. Talking to him here, he will tell you to return once you have discerned the truth. Vague, but it will make sense when it, well, makes sense.

To be more clear, you may return to the Tomb after you have entered the Bo Capital, and before you have beaten the final boss, Demon of Obsession. Just enter the Tomb and the battle will begin instantly.
