Let's look at the newly announced Game Pass for PC. Is it for you? I bought the service for a month and show you ever game available and compare/contrast.

It is a Microsoft Store app.
This is NOT a streaming service. It is a digital locker that is driven by subscription. You do not stream the games. If your computer can play the game if you got it on Steam, you can play the game getting it from here. If you have a controller that works with other PC games, it will work here.
If you cannot get Windows 10 May 2019 Edition update:
Go to: Start menu, Settings, Update & Security, Windows Insider Program
Get yourself signed up if you aren't already
Go back to Settings, Windows Update
Manually click 'Check for updates'
