Available: Before reaching Refugee Camp at Gaur Plains.
When & Where: Nighttime. In front of the area of Refugee Camp, there's a refugee woman under a tree. She requests both quests.
Deadline: Once everyone from Refugee Camp has migrated to Colony 6.

Raguel Lake is located to the east, which will be a location you will have to cross. Though you have to wait for a thunderstorm (which will affect even Gaur Plains) to fight the White Eduardo on the small island in the middle of the lake.

As for the Violent Andante, it wanders on a straight path between the camp and the bridge path. It's not hard to miss.
