If the refugees are left in the camp until after the seventh party member joins (chapter 13), then he will offer the quest to return them home instead of Otharon, and trading is possible before accepting this quest. However, if Colony 6 reconstruction has already begun, he will not appear until the final chapter of the game, when he offers additional quests. In either case, he first appears in Colony 6.
