0Recap: Responding to the invite passed along by Rue, Fei visits Kaiser Sigmund in the central district. He asks Fei to join forces with him to assist him with something. Before the discussion can proceed, Rico suddenly falls from the ceiling, having used Fei's arrival as a distraction to infiltrat the central district through the ventilation system.
Rico escapes and stows away in the Kaiser's wife's old room, which normally only unlocks for Sigmund or his wife. Recognizing something about the room, memories flood back to him of his childhood, with a dying mother caring for him as his demi-human features began to evolve.
Fei and Citan catch up to Rico, but can't get any answers from of him about why he was breaking into central. Sigmund takes Rico away, handing him over to the imperial battling committee for them to deal with him. He has urgent business to attend to, and asks Fei to return to him later with an answer to his proposal.
Fei and Citan catch back up with Hammer, who has managed to locate Weltall, which is currently at an underground dock in D block. Two routes are available: One through the battling arena, which is closed for repairs after Rico's accident, and one through a tunnel along the train tracks. Thinking the battling arena isn't an option, Fei sends Hammer back out again to find out the times that the supply train runs so that they can make a plan.
As Fei and Citan enter to D block, they encounter a group of battlers who want to take them aside and discuss something urgently. The battlers had just seen a TV broadcast announcing that Rico has been found guilty of plotting to assassinate the Kaiser, and is to be executed publicly at the battling arena. They want Fei's help to mount a rescue mission. The battling committee is largely made up of people formerly from Ethos, a group who has a grudge against Sigmund and Kislev for past transgressions.
Hammer interrupts the meeting, returning with the supply train schedule. The next departure date is that very night, and Fei decides to seize the opportunity and use it to rescue Rico. The group hastily makes a plan to get Weltall first, then attack the arena with it and make their escape afterward.
