IVs (or as some people call them, DVs) are a little different from EVs.

Remember way back in Red version when you first load up and Oak goes "No two pokemon are the same. Even two pokemon of the same type and species are different" and he's kinda right, but kinda wrong too.

All pokemon run off of the same "Base Stats" which determine how high or low there stats can possibly ever be. It's not unlimited and you just get lucky with a 835 atk Garchomp. The only things that alter a pokemons stat are it's EVs, IVs, and Nature. If those are the same or have a value of 0, then you have 2 pokes the same. I guarantee you numerous people on this site have different pokemon that are exactly the same.

IV's are a little tricky too though. It's a hidden value that you can't see, and unlike EVs you cannot alter your IV. You're stuck with it at birth. Kind of like your eye color and height in real life.

All 6 stats have an IV in them. An IV on a pokemon has a value from 0-31. Now all this means is that at level 100, a pokemon with a 30 IV in Speed will be 30 points faster than if he had a 0 IV, and if he was lvl 50 then he would be 15 points faster, so again you see the effects at all times.

It's really just that easy. Every stat has a 0-31 to it that increases said stat by that value when it's fully grown. The only things you can do about this are Breed for a new pokemon, or Catch a new pokemon, or have somebody Hack one with new IVs for you.

Breeding for IVs:
Now every pokemon has 6 IVs. And they pass on some of their IVs to the egg. Each parent passes on 1 random IV to the egg, and then a random parent passes on a second random IV. In total: 3 IVs are passed down from the parents, and the eggs other 3 IVs are randomly generated.

This means if you have a parent with 31/31/31/31/31/31 and a parent with 5/5/5/5/5/5 you can get something that looks like 31/0/5/5/0/0 where the 0's you see are the ones that will be a random number. You never know what IV will be passed down, so it takes numerous eggs. Find the one with the best IVs and make him a parent, rinse and repeat.

How to find out your pokemons IVs:
There are a couple decent methods. The first one is to save the game, give it 30 rare candies, and then use an IV calc to check. This will take a little bit of time of course, but give you a pretty good estimate of their IVs.

You can obviously leave it in the daycare, while doing the Ironworks trick as well overnight. That'll help.

The best method, unfortunately takes two people. You bring all your lvl 1 pokemon you just bred, go into WiFi and make a battle with Set Lvl 100 with another person. Once in the batttle, you check your stats of the pokemon, and enter those into an IV calc. Then just D/C from the battle. This will show you the exact IVs, and is really quick, the only problem for some is that it takes 2 people.

**Note** when checking IVs, make sure your pokemon has NO EVs on it. This will mess with the IV calc and give you false information unless you know exactly what the EVs are.

Any questions you have or anything you think I left out, let me know so I can improve on this.
