Ono Michio is the mascot for Onomichi. He'll begin appearing at various locations in the town once you've completed Substory 31:

There are five possible locations where he can appear (during daytime):
By the Y-shaped intersection west of Snack Kiyomi.
By the ropeway station.
At the west end of the shopping street.
On a roof across from the snack bar.
At the ferry platform.

I've got him during the night time, so i guess it is also possible. Anyway, he is easy to find as you will explore the town so it should not be a problem.
