Chip Damage was highly valuable in those days because we couldn't open up other people's guards. And Dr Doom's Rocks does a lot of damage...That you can't defend against.
Because all special attacks do block damage...He's wears you down slowly.

Blackheart is also mostly used as cables assist...His Column prevents you from Jumping away.
