Due to a glitch, a Pokémon with a maximum Smartness value is able to receive not only the Green Scarf from the Slateport City Pokémon Fan Club chairman, but also the Yellow Scarf (for maximum Toughness), even if the Toughness condition isn't maxed out. The Green Scarf is received in one conversation, and the Yellow Scarf may be received by talking to the chairman after receiving the Green Scarf.

This glitch was fixed in the English versions of Ruby/Sapphire, and Pokémon Emerald.
