I've finally unlocked all booster packs.

To get all packs you must:
Beat the game will all page 1 characters and complete as much of the challenges as possible.
UMD recognition with Tag Force 1,2 and 3.
Get you duelist level to 25 or more.
Get 90% of all cards.
The Begginer packs are already unlocked.
The Applied packs: get 50% of the Begginer packs
The Master packs : get 50% of the Applied packs
Team up with certain characters (All page 1 characters some of them unlock the same pack as others) and some page 2 characters a Security guy(Wade) I think all the securities and some female duelists like Lily, Masha and female students like Cherry, Naomi and some of the little kids Michael,Giry, Pearl.
Duel against everyone at least once including mimicry
From "Afraid of Me" to "Duellin' all week Long" just proceed to the next day.
Beat the game with one Yu-Gi-Oh! 5C's cosplayer
You're supposed to give the shopkeeper 5 figurines but I don't think it's really necessary 'cause I only gave him 3.
When you team up with a Signer or Dark Signer their packs will temporary be unavailable when you're not teamed with them but don't worry you will get them once you reach level 20 also when you reach level 25 you will be able to use a forbidden card in your deck.

The following will unlock when you partner with that character or the certain amount of challenges. For the 'challenges' main menu go to 'database' then go to 'duel ranking' and choose the far right option with the L or R or square buttons.

Ugly Duckling---Yusei and Rally.
Black Paint---Jack and Crow.
Mark of the Red Dragon---All Signers.
Symbol of Dark Revenge---All Dark Signers.
Fine and Dandy---Trudge.
Mon Ami, Mon Amour----Misty, Mina and Carly.
Road of Light----Get 60% of the 6 packs above.
Brutal Battle----Cherry(I think other female students too).
Bound to the Mortal World---Female duelists like Lily and Masha or the male duelists Simon and his fellow counterparts.
Born to Steal---Micheal or 60 or more challenges.
Joker's Full House---Lily or 50 or more challenges.
Chain of Command---Wade
Gateway to Happiness---Terence or complete 45 or more challenges.
Youthful Memories---Yuma or 80 or more challenges.
Habitual Ritual---Wisteria,Celia or 50% or more of the challenges.
Gathering Stars---Rie or about 60% of the challenges or level up high enough.
Tactical Instinct--- Get 50% of the cards
Crocodile Tears---Andrea,Misty or 70 or more challenges.
Bizarre Wizard---Rayna, Maggie or 70 more challenges.
Another Kind of Justice---70 or more challenges.
Cannons and Roses---Tasha, Anca or 70 or more chellenges.
Warrior's Dress Code---Cherry,Rally or 70 or more challenges.

Lovey Dovey Deck---Give shopkeeper a Dark Magician Girl Figure, White Magician Pikeru Figure, Ebon Magician Curran Figure, Card Ejector Figure and Cyber Tutu Figure(not necessary) or complete 130 or more challenges at level 25 or above. To give the shopkeeper the figures just have them with you when you enter the shop and he will automatically ask you to give them to him(one at a time).
See You Next Time---Beat the game with a 5C's cosplayer ( they will start appearing after you beat story mode with at least 5 characters from page 1).
Generation Next----UMD recognition with Tag Force 1,2 US or 3 European will also work.
High Noon Constellation---Enter the shop and press the right arrow 5 times, then square button 7 times and finally select button 3 times.
Black Checkers---Get 90% of the cards in your trunk or Card Album.
