The mutilation of Shintani's corpse suggests this is the Mole's handiwork, but the gunshot wounds to the chest suggests a Kyorei coverup. Either way, its discovery in Yagami's office does not bode well for the detective. But a strange number on Shintani's phone serves as a useful clue and one too important to pass up investigating. The only issue is that it will force Yagami to revisit a moment from his past - one that would be better left forgotten.
