A Macbook A1707 820-00281 board-only urgent repair needs to be done, it's exhibiting only 5V 40mA current draw on all ports with none of the ports resetting; this typically indicates that there's something amiss beyond the ports.

The low current can be an indication that there's a short and that the electronics are shutting down the attempts to power up.
