Couple of things I left out. The min temperature I've seen is -46C, at which point only the closest of the 3 small heat exchangers is capable of keeping the temperature above 15, just barely.
Another option for you would be to build several small heating plants in walking range of your city, dont max it out, but the overall goal is to reduce the heat loss of the hot water tank, which is affected by the distance...so if you stay close to the source, you lose less heat. Bringing the heating plant closer than 1km will also help, just keep pollution down by not maxing the utilizations.
