Powering 27 neon lamps with a mini flyback transformer is tricky, and here it's been done in perfection. 205 levels of brightness control and at lowest power, turning all 27 neon lamps uses less than 50mA.

At maximum power output:

200mA 4.5v
=0.9 watts

Output:
75v at 0.000165*27=0.004455 or 4.5mA
16.5/100000=0.000165

(75*0.0045)/(0.2*4.5)=0.375 = 37% efficiency (Pretty good)
