Весной 1855, поскольку Крымская война тянулась уже третий год, британцы и французы решили начать операцию в Азовском море. Они считали, что она позволит им изолировать Крым от России и препятствовать поставке вооружения и продовольствия. Для этого они захватили Керченский пролив.
Британцы и французы подготовили 16 000 наземных войск и 17 боевых кораблей (винтовые корветы и колесные пароходо-фрегаты), 20 канонерских лодок и до 50 различных плавсредств, необходимых для действия на мелководье для Таганрогской операции. Тем временем, генерал-губернатор Таганрога, Николай Владимирович Адлерберг оставил свой пост и передал его Егору Петровичу Толстому. In the spring of 1855, British-French coalition decided to occupy the Kerch Strait and seaport on Azov Sea, undermining Russian communications and food/military supplies to Russian troops in Crimea. The special importance in the Azov operation had the occupation of Taganrog, which had significant supplies of food after the halt in export sales due to the breakout of Crimean War, besides, it opened the way to Rostov on Don, the main hub for transportation of Russian troops to Caucasus war theater. In February 1854, the state of war was declared in Taganrog. The Governor of Taganrog, Count Nikolay Adlerberg left his office into the hands of the new governor-general Georgy Tolstoy in March, 1854.
On May 12 (May 24), 1855 the 16-thousand English-French expedition corps entered the Kerch Strait, took the cities of Kerch and Enikale, destroyed the coast battery of the Kamishevaya Bay and entered into the Azov Sea. Taganrog was no longer a military fortress since the end of 18th century, and had no fortifications or artillery; its defense was formed by two regiments of Don Cossacks and a garnison (total of 630, including 7 officers). Some 250 residents of Taganrog volunteered and formed a detachment of home guards.

On May 22, 1855, the English-French squadron of 17 armed steam boats and 20 gunboats appeared near Taganrog. The city authorities received an ultimatum, suggesting to surrender the city without fight and with transfer of all reservoirs and state property. The governor general Georgy Tolstoy replied: "Russians never surrender their cities!"
This was followed by the first bombardment of the city that lasted 6.5 hours and a landing operation near the Old Depaldo Stairway (Каменная лестница) in the downtown Taganrog. The allies were thrown back by Don Cossacks and volunteer corps. This made the squadron leave the Gulf of Taganrog to the Southwest.
