If you get within a certain range of Roro, she'll attack you by soaring through a rather erratic path (which is the same sort of patterns she makes when you send her out to attack).
Simply keep your distance and assault her with magic and she'll go down before long.
Once you defeat Roro, Tene will talk to Roro for a good while and Roro will make mention of Shalom to Tene.
After learning that Shalom's the one responsible for the monsters, she decides to see her and runs off ahead of Roro.
Roro sneers at Tene behind her back and makes a comment about her before joining up with her.
