343 Please Fix Team Doubles!

I've searched 20 times in Team Doubles today and in almost 10 of them my opponents would quit out before the match began. It does not count as a win for us, so it is just a waste of time.

People don't get punished at all by quitting the match, so why would they not quit out if their opponents have higher stats.
Essentially they are able to pick which opponents they want to fight this way.

This is most annoying in the Team Doubles playlist.
My solutions:
1. Make sure people can't quit out after the voting screen is up. Simple.
2. Make people automatically rank down their CSR when they quit. Quitting should be punished in some way!

I love you guys, 343 Industries. Halo 4 is an awesome game, but...
Please solve this problem.
