'Would' means something happened regularly, (besides its other usee) but that's not what the speaker is trying to say here.
Or, if you're talking about a past 'actual' regular situation and its 'actual' regular result use 'when' (and not 'if').
When they weren't sent that day, they would cost somebody a day at the other end.
