4 h 4 (0xEB)'s arbitrary learnpool/evolution - Mew route (Pokémon Yellow)
This was previously possible using https://glitchcity.wiki/GlitchDex/RB:249 https://glitchcity.wiki/GlitchDex/Y:249 with a different route. Thanks ChainSword for discovering this one, which is a lot more elaborate! Edit: According to ChainSword it may also happen at Level 1 so you don't need it over a certain level?
Starting up:
*Obtain 4 h 4 (0xEB) using the Rival LOL glitch with ェ (lowercase katakana e) character (bag quantity of 235), as described here https://glitchcity.wiki/Rival_LG (this itself requires the expanded inventory; https://glitchcity.wiki/Expanded_item_pack (via Trainer-Fly glitch https://glitchcity.wiki/Trainer_escape_glitch for Fossil/Ghost MissingNo. and getting a x255 stack
--Get x129 as a non-ballby encountering it; use up two i.e. Potion etc. to get x127, then throw the ball to get x255) , or SRAM glitch https://glitchcity.wiki/SRAM_glitch after swapping into Pokémon 10 etc.) and looping map glitches/any available roaming items https://glitchcity.wiki/Celadon_looping_map_trick https://glitchcity.wiki/Expanded_bag_item_documentation_(Generation_I)#Roaming_items
--You can use a previously obtained 0xEB including from trades/Time Capsule exploit if you like.
--This was believed by ChainSword to happen at over Level 100. I haven't tested if it occurs at Level 1-99, but probably does. Rival LOL glitch will enable the working level at Level 101+.
Route (thanks ChainSword):
Enter Cinnabar Mansion (middle-left doorway tile)
Take 1 step east
Take 5 steps north
Take 1 step east
Save and reset
Take 1 step south
Take 2 steps east
Use dig or escape rope (it doesn't matter where you end up) (added by me: if you change item 37 quantity to x0, you can Fly to Viridian City directly from Pokémon Mansion without having to Dig or Escape Rope away)
Fly to Viridian City
Take 4 steps west
Take 5 steps north
Take 2 steps west
Take 2 steps east
Take 9 steps south
Take 1 step east
Take 10 steps south
Jump over ledge on route 1
Take 5 steps south (hope for no wild encounters, because if so you must reset. Alternatively you may be able to just use a Repel with a higher level Pokémon than the wild Pokémon there in top slot?)
Take 3 steps west
Level up 0xEB (via Rare Candy) until you evolve into Mew (it can take a lot of tries to get the V-blank timing just right, it's basically random).
