This battle can be a bit frustrating, due to the fact that Tempest can inflict Burn, Confuse and Downer, plus it's pretty strong too.

Luckily, I avoided this attack with a hack, and then proceeded to whale on him with my strongest skills.

All in all, he possesses little to no threat, excluding Tempest.
