In order to have your character talk mid battle you must have the following:

-installed the patches 01 command hack nad 48 command hack
-use an empty track (Keep note so you don't lose where it is)
-increase the sound volume to at least 40 in the song track score and/or music score (music will be too loud if you import it without changing volume levels)
-add the sound to the desired frame of choice by using the sound effect tab and the corresponding sound track you kept note
-test

NOTE: This is using battle animations via the editor. This makes it to where this specific class has the sound played in battle. It will play for every unit whom uses the class and battle animation. If you wanna have different characters of the same class but different voices, you'd have to make copies of the class and battle animations.

Update: when I try to do the same for sacred stones, the sound does whatever it wants (ie it isn't consistent when I want it to play exactly when a sound is assigned to my frame of choice.)

It may because of one of the command patches listed but It may work for you just fine. I know that it works for blazing blade but for binding blade it is untested. Again, it may work far better for you than how I got it working.
