I found lots of different editors for the Tomb Raider games. Here is a mod I made.

How to change enemies:

Fexmerger:
To get a Doberman in Lara's home, Open Boat as Source, and Assault as Target. Then change the doberman's ObjectID in SOURCE to the same ID as the butler in TARGET, and click Change ID. Then tick Doberman in SOURCE and butler in TARGET, then merge it. After that, click Save as and save the level.


How to flood parts of the level:

Rview:
Select the room you want to flood. Click Room flags, then tick Water enabled. Then save the file.


How to play the level:

There is now an easier way to do this. Simply download Tomb Raider II Gold from here: http://www.tombraiderchronicles.com/cgi-bin/dl03/dl.pl?dm_tombraider2goldfullpc
Then Install TR2 Gold and replace the original TR2.exe with the one from TRII Gold.
Note: Doing this will prevent you from normally accessing Lara's Home, so you will need to rename ASSAULT to another level, ie: WALL, and just start a new game to play on Lara's Home.
