The year is 1998. One year ago, the Osean Federation wanted to expand it's military presence to the Usean continent. Many nations of Usea were against what they considered Osean expansionism. They formed a military alliance called the Usean Allied Forces to oppose Osean expansion. However, the southern nations of Usea wanted to sign a military pact with Osea, the northern nations strongly opposed a pact with Osea. On May 30, 1997, the day the pact was going to be signed, extremists who opposed the pact started a coup d'état that spread across the entire continent. The rebels even had support from soldiers in different national militaries. The Allied Forces mobilized their military to fight the rebels from taking the continent. Now in 1998, the rebels have nearly taken the entire continent of Usea. In an effort to turn the tide of the war, the Allied Forces hire Phoenix, a mercenary pilot who fought in the Skully Islands Insurrection in 1995.

In Phoenix's first mission. The rebels have discovered the Allied base on the Twinkle Islands. They have sent a bomber force to destroy the base. Phoenix is sent to destroy the bombers.
