Wanted to do the same thing that I did in my Ingird experimental build were I went into detail about the reasons on choosing the skills in this video. Sadly I had to cut out a lot of information on the skills on that I used in this video since of the cap for the description. For my build I use her Green Build. I hope that enjoy the video really like using Tokiko.

Taimanin Art Humming Bird
Allowing Tokiko to extend her attacks but in the process allowing her to move backwards giving the chance to evade incoming attacks. With her set 2 Green this can decrease target speed by 20% for 10 secs.
Fuuma Martial Art: Stone Piercer
This can combo in well with her Humming bird since not only can it Increase you own movement speed for 20% for 5 secs, since the enemy movement has been reduced.
Evil Eye: Clairvoyance
Using your dodge this skill will allow to lower your enemies defense for 6 secs and having a Kunai spawn in to do some damage to other enemies that you are not attacking. Not only you set this to 2 greens being active this can lower defense of the enemy even lower by an 50%.
Fuuma Martial Art: Smashing Spree
This is the best skill that Tokiko has been giving. Basically, it is an auto win for her. Since not only it increases attack speed by 20%, Increase damage by 150%, and the best of it is able to increase the number of attacks by doubling them. Note that skill will stop working on the 9 second mark when having all 3 Green sets.
(I switched Stone piercer for Blast and Smashing Spree for Magpie)

Taimanin Art: Magpie
This will change Tokiko fighting style from being to Melee fighter to a Range attack. This gives her a new attack animation going for this is the best for Tokiko. But it can be suited to your style on how you want it. You can be Melee or Range most of the time I will go for Melee.
Action Taimanin
Taimanin Art: Fan
This will be your long-range attack for going all Red in this skill. With the bonus of your Kunai tracking the enemy even if they are not in range of the attack skill. Also giving you an increase in critical rate by 50%.
Taimanin Art: Blast
With this I wanted to add an extra layer of protection for Tokiko, since it will knock the target up into the air. While its does work on occasions I would advice using another skill then Blast.
Taimanin art: Humming Bird
Allowing Tokiko to extend her attacks but in the process allowing her to move backwards giving the chance to evade incoming attacks. This will allow you to stun enemy target allowing you to continue to use your range attacks with out the worry from Melee attacks that your enemy uses not that this will not protect you from range attacks, but since you can range attacks coming you can evade easily.
(I switched Magpie for Stone Piercer and Fan for Clairvoyance)

Taimanin Art: Squall
This will attack enemies that are surrounding you by throwing Kunai in all directions. With Clairvoyance which allows to reduce damage taken from enemies and activates a super armor for Tokiko. Causing the Kunai to explode as well, and with the increase critical damage by 250%.
Taimanin art: Humming Bird
Allowing Tokiko to extend her attacks but in the process allowing her to move backwards giving the chance to evade incoming attacks. With her Blue skill she would be able to reduce damage taken by 25% for 10 secs. Giving her the chance to increase her defenses from enemy attack.
Fuuma Martial Art: Stone Piercer
With Blue set as a main this will activate her Clairvoyance which allows to reduce damage taken from enemies and activates a super armor for Tokiko. Which will make a one hit attack then backs of from the enemy which you attack with this skill.
Taimanin Art: Blast
With this I wanted to add an extra layer of protection for Tokiko, since it will knock the target up into the air. While its does work on occasions I would advise using another skill then Blast.
