Statikk Shiv:

UNIQUE – ENERGIZED: Moving and basic attacking generates Energize stacks, up to 100.
UNIQUE – ELECTROSHOCK: When fully Kircheis Shard item Energized, your next basic attack deals 100 − 180 (based on level) (+ 30% AP) bonus magic damage, modified to 250 − 450 (based on level) against minions. Energized attacks bounce their additional effect to the closest target within 500 units, repeating from the new target to strike up to 6 / 9 / 12 (based on level) targets.
Statikk Shiv recently returned to League of Legends with an AP ratio both on its lightning energised effect, and another one for its extra minion damage. The first ratio was nerfed from 50% to 30%, and the minion ratio was removed entirely. Regardless, the AD stat and the energise damage help with AD Thresh’s 10-second charge, bonus magic damage burst present on his E passive, and the attack speed also boosts his DPS with his infinite scaling on-hit effect, where your auto attacks will always do bonus magic damage equal to your number of souls collected times 1.5.
Though its added damage is invaluable for bursting squishy opponents and snowballing through mid game as either an ADC or even Assassin Thresh, what’s more important is not what strengths it builds on, but the weaknesses it helps to alleviate, and that is waveclear.
Without it, Thresh’s waveclear is limited to his slow auto attacks and Flay. Flay is an AoE ability, but its damage is too low to be considered a good waveclear, and more importantly, is far too important for self-peel when defending yourself, especially when you’re building non-tank items, and even more so if you took the AD Carry role, and have marked yourself as the highest-value target.
Statikk Shiv’s lightning waveclear alleviates this a lot, helping Thresh farm quicker to push waves, giving fewer openings for ganks while farming, pushing the lane to allow for roaming, and to counter better pushers from scoring easy tower damage.
Even after the nerfs, Statikk Shiv has so much synergy with an AD Thresh build that it’s hard to argue against it as his best item, let down only by a lack of tankiness or lifesteal, and with Thresh only having 450 range, being squishy is severely punishable when not built around.
So, I would recommend Statikk Shiv first for ADC or even Mid when playing AD Thresh, as the waveclear is too valuable to ignore. In Top, its value in a single item slot is outscaled by something like Blade of the Ruined King for bruiser builds, and going glass Thresh in top can be bad for team comps, and even then, it has important other DPS options to compete with like Wit's End, Rageblade, and even Titanic Hydra. Not a bad item at all, but not a guaranteed purchase like it would be in other lanes.
