In this video we add passenger boat lines to our rivers to help the populations move across water. This should ease how difficult it is to move to certain cities as a lot of them were not connected before.

I am using a few mods and assets so my playthrough may differ if you are playing with no mods.

More Industry Levels
Natural Town Growth
American Roads

There are a couple other workshop items I use but they are mainly cosmetic and do not affect my gameplay.
