The shield has two main modes if I remember correctly. The Captain America style shield throw and the bullrush. So the throw doesn't have to charge but it does have to travel there and back which take take precious seconds. The bullrush does have a charge but it works like a shield at that point which makes it one of the strongest abilities in the game.

Although you do have to run into the enemy after that.
