Back in the 2010s, SquareEnix was notorious for dropping games on PC that did not run well and were never patched. FFXIII wasn't as bad since it can eventually be brute forced with newer graphics cards however, XIII-2 has internal coding that even brute forcing would not resolve. Thankfully, people developed tools to fix ports that developers choose not to do.
