After clean install

Intel support told me to do a "clean install" of my Operating system which in this case I use Windows Vista Home Premium 64Bit
And this problem only occurs on a cold boot, after a power cycle of power off and then power on it will be fine until I power it off again for a few hours.
All latest drivers installed in the right order based on this link:

No hardware parts are overheating.
