Here is a look at the Radeon RX 6600 with the AMD driver, 23 .20 .17.5 for Alan Wake II,
this is my AM4 B550 / 5600x / 4 x 8Gb DDR 4 3600Mhz Cl14 system paired with $228 Hisense 43" 4K UHD Roku TV with 60Hz and a built-in gaming mode in the TV, this is running on HDMI and the game will not allow me to run a third-party overlay like Afterburner.

AMD driver says it is doing 33.7 avg fps as what you are seeing and recorded using Re Live on the RX 6600, this display has no issue going that low and AMD Free Sync is not supported on this TV.

I feel the way new games are headed with demands and very low frame rates on anything you throw at the games like Starfield, one of these cheap console displays made for an Xbox 1/PS4 from Wal-Mart is all you really need to have fun!

AMD kind of got a bad rap without the right driver being used and maybe the right display ($228) to pair with your lower end hardware ($200) video card on a used up AM4 system for a game so demanding such as this but didn't fear it with your RX 6600!

Without knowing what the frame rate was until I dropped out of the game and then looking at the driver, it never did feel that low really while playing it and more like being in a movie.
