Do not use Vulkan render mod. keep use the default directx
because lot times vulkan with that mods always cause fps drops further than using default directx

[ Thoughts ]
Not sure if "could not restore progress" a gimmick to make it more scary or basically error, because if was a gimmick then play below VRAM minimum is better since it adds more mystery to those error window sudden appearing
An absolute win for 4 GB VRAM GPU owner, since years ago i still remember some game basically not rendered properly if not having the minimum spec (like texture glitching or cannot be seen) However in Alan Wake 2 does problem are seemingly not occur bad. But in my PC it only go FSR 2.2.1 in that mod (not sure if it system bug) but it runs better with the mod kept on to 2.2.1 FSR than using the original in-game FSR . is possibly due to SLI vendor series difference. Means you might want to get GTX 1650 that has new hardware revision to run this mod in FSR 3.1
