Played on an NA server at around 100 ping, felt pretty much like EU, just more talkative as NA players like to say stuff in death comms way more than EU.
The whole region vs region argument isn't relevant anyway, people see one gameplay and assume their lobbies are harder, nobody gets to see the struggles in the background to get these gameplays/lobbies unless you're actually there watching the pain unfold on stream (Hint hint)
