The load extender tool can do this now. Unfortunately, the speedrun moderators are currently not allowing the flashback line skipping feature shown in the video, but this also has a setting which waits in the load screen until the flashback line ends, so you can use that instead.

This is a demonstration of a mod which makes Amnesia stop playing lines of flashback dialogue between maps. This makes it so you don't need to use the load extender at these parts of the speedrun.
