This video is meant to show that the load extender doesn't do anything that can't be achieved by playing the game within a certain range of CPU performance. You can see that even though the load lasts far longer than is needed to wait through the dialogue, there's still no visible drop in frame rate.
The reason why CPU performance is more relevant here than storage drive speed is because after an Amnesia map is loaded, its data is stored in RAM. For that reason, a map's load time is only affected by storage drive speed in the first load after you start the game. This means that the load screens when first entering Wine Cellar and Prison North wouldn't necessarily depend on CPU performance, because you could also get them to last long enough by using a slow storage drive and restarting Amnesia whenever you got a run up to them.
