He was actually low tier at the start of s2 when everyone was super buffed but lee was the only who was actually "nerfed" in s2
now with the addition of fahk and nerfs to dvj and many other characters..I don't think he is worst in the game but I do think he is at the bottom 10 considering how powerful the rest of the cast is
